Steps to Reproduce

1. Load into game
2. Enter build mode on controller with no mouse connected
3. The icons for the various tools will be missing
4. Connect a mouse and wiggle it the icons return

Explanation

Transform tool and rescale tool inaccessible on console the icons are nowhere to be found meaning console users or those on controller cant use a majority of recent update aka the build improvements update
