Increase fuel consumption, though less than Blackhawk, when lifting any form of cargo other than dirtbikes, dune buggies, ATV, or staff jeep

UH-60 Blackhawk:
CANNOT lift: Ural, Mobile Lab, Truck, Fuel Truck
