Enhance CH-47 Chinook Lift Capabilities to Include Various Vehicles and Adjust Fuel Consumption

Adjust CH-47 Chinook lift capabilities to include Ural, Mobile Lab, Truck, Fuel Truck, and all Blackhawk lift capabilities. Increase fuel consumption when lifting any form of cargo other than dirtbikes, dune buggies, ATV, or staff jeep, with consumption being less than that of the Blackhawk.
