Steps to Reproduce

1. Move a flare from your inventory to quick slots
2. Use the flare
3. Move the flare from your quick slots to your inventory
4. Repeat step 1

Explanation

When using an item like a flare, the item will stay in your inventory when you press tab and you can re-use the item when you move it back to your inventory and back to your quick slots.
