Steps to Reproduce

  1. Have two of any stackable item
  2. Put them individually into a sack
  3. Try to stack them while they're in the sack

Explanation

Items that are stackable will not stack in dropped sacks. Even if you pressed quick-stack, the items will still be seperated.
