Steps to Reproduce

1. Open moderation panel with F2
2. pick a target other than yourself
3. attempt to use spectate

Explanation

When attempting to use the moderation panel to spectate someone, it fails to work and the spectate function does not work.

Intended function: spectate should work

the bug constantly occurs, never works.
