Steps to Reproduce

1. Get into a vehicle
2. Drive into any body of water what is high enough to reach the engine
3. Press F to enable the engine
4. Bug occurs, engine turns on despite being completely filled with water

Explanation

Vehicle engines can be turned on in water, which isn't expected behaviour, what should happen is the engine to be waterlogged and unable to turn back on until the vehicle has fully exited the water and the engine is allowed to dry out.
