Steps to Reproduce

1. Spawn as anything
2. Either spawn a vehicle or find one that's part of the level
3. Attempt to collide with the vehicle
4. Clip through the vehicle instead

Explanation

Vehicles, both those that are spawned at the vehicle depot and those that are static parts of the level, have no character collision.

Not sure if this is intended to avoid issues with spawning.
