1. Create a report
2. Add suspect
3. Add charges
4. Save report
5. Jail suspect
6. Check suspect's profile

Explanation

Criminal Convictions are not sticking to the player after the PD have submitted the charges and saved the report. Meaning everyone who has been arrested has no criminal record at all.
