Steps to Reproduce

1. write an incident report
2. put in a suspect
3. put in the charges
4. save ticket
5. print ticket to booklet
6. Error

Explanation

ticket booklet needs adding into the lockers of the PD.

And when trying to use the ticket booklet. i cannot print the ticket to give to someone, it just keeps saying i dont have a ticket booklet when i have.
