Implement Multiqueue Feature with Favorite Modes Priority

Split all game modes into single modes and allow players to multiqueue. Implement an option to choose three favorite modes, which would be prioritized for 30 seconds to 1 minute. Bring back all existing modes as permanent options (FFA, Weapon Mode, SWAT, etc.).
