Conflict between Left Close Portal and Loadout Change in Classic Control Layout

Steps to Reproduce

1. On Xbox Series X, select the classic portal control layout.
2. Observe that D-Pad left is assigned to both 'left close portal' and 'change loadout'.
3. Attempt to change the loadout between deaths.
4. Note that the change loadout does not work between deaths.
5. Confirm that loadout changes are allowed in the current mode.
6. Attempt to change the loadout by going into the menu.
7. Note that changing the loadout via the menu is cumbersome and may not provide enough time to swap.
8. Try to re-bind the left D-Pad command.
9. Observe that the re-bind option only allows one command (either loadout change or left close portal).

Explanation

Classic Portal Control Layout causes conflict between left close portal & loadout change in menus.
