Text chat not sending messages reliably

Steps to Reproduce

1. Type GG/gg in chat three times, doesn't need to be back to back can be three seperate games which is usually what im doing
2. Party related reproduction:
3. play a game or two by yourself you should be able to message
4. Join a party
5. try and message in the party.
6. if the message goes through, play a game and talk in chat
7. after the game add another party memeber
8. if you can still chat i am unsure on how to tweek it to make it happen

Explanation

(Steam/PC) After a couple of messages in text chat the text chat will not send my messages. i can see the chat, i can type in it, but it will not show up in chat for me or anyone else. If i whisper the chat will show up for me but not for the person I'm whispering too. This happens without fail every single time i play. But at the most random times. I was sure for a while maybe the chat thought i was spamming because id only say GG at the end of game and without fail it would banish me from chat after doing so three times. But it does happen just very delayed now even if i'm using full sentences. it will eventually make it so i can't type. This is also happening to my roommate on his game aswell. i have a video of it happening available if u can't replicate it. it just makes it very hard to communicate with teammates without the text chat working. ill give you the easist way to replicate it that i know but this doesn't happen to most the people i run into on the game.
