Anti-Cheat Error Preventing Game Launch

Steps to Reproduce
- Just launching the game
- It asks to make changes to his PC
- It gets stuck while loading
- It never opens
- It shows an error 'unable to start the agent process'
- It closes
Explanation
My buddy is having an anti cheat error on pc. He can't get into the game as of the last 3 days after he did the BR update. Pops up for him that the agent process couldn’t load but then gets stuck on launching. I had him disable norton and defender to see, plus added exceptions, didn’t work. Have tried uninstalling and repairing the game (verify on steam) multiple times, uninstalled redkard, installed redistribute files on windows, his windows is up to date along with his GPU. He did get in a game tonight but the game closed. It does ask him for anti-cheat service to make changes on his PC each launch WE've tried every fix on the web.

The anti-virus pop up I sent was after we had him uninstall norton and temporarily disable windows defender
This is the main issue he runs in to every time he tries to launch the game
When I have him run the anti-cheat under program data
No other anti-cheats running. We have tried uninstalling GPU driver and reinstalling, rolling back GPU driver, making sure windows is up to date, having steam run as admin, having game run as admin, running anti-cheat as admin, disabling all firewalls,, installing redist Microsoft files, minimal programs running in task manager, anti-cheat is fully closed with each retry, verified files of game multiple times,, reinstalled game multiple times, tried installing on epic launcher, when he ran steam as admin it did ask him to download the anti-cheat which he did and he was able to get in one time but the game closed shortly after. He's been able to get on the game twice in 3 days after trying to 4-5 hours each night. Last night the only thing he did prior to getting in was reinstall his nvidia driver, it let him in but then crashed halfway through the game and didn't work again after.
