Steps to Reproduce

1. Open chat with 'enter'
2. Attempt to tab over
3. Observe that it will not work
4. Try it in lobby and several games

Explanation

The chat feature regularly doesn't allow you to tab over to team chat / all chat / party chat. It will just lock to one of those three options and clicking tab will not switch to the next chat option.
