Explanation
Also why cant I use rush when holding the slipstream but if I holster it and then rush.. I can pull the slipstream back out and remain in rush for it's duration?

Thanks for reaching out. This is intended functionality.
You cannot activate Rush while holding the Slipstream. However, if you holster the Slipstream, activate Rush, and then re-equip it, you’ll remain in Rush for its full duration. This is by design.
