Quantum Burst Cooldown Issue with Meridian BR

Steps to Reproduce

1. I was using the Meridian BR
2. the mag went from 36 to 35 and then back to 36
3. entered cooldown before I could fire again

Explanation

I fired the quantum and it registered client side and then didnt fire the full burst but went into cooldown before I could fire the next burst.
