Arena Gameplay Lag, Rubber Banding, And Stuttering Issues

Steps to Reproduce

1. Enter arena quick play.
2. Equip a more precision weapon like a heavy pistol.
3. Play through to the end.
4. This should reproduce the listed issues.

Explanation

Lag, stuttering, rubber banding, delayed shots. all happening (every) game played in arena at the very least (as i have not played the other modes lately), making precision weapons near impossible to use, and general gameplay very poor. (Note frames are fine)
