Steps to Reproduce

  1. I turned off chat, and when then I turned it back on the problem occurred
  2. When you’re in a party if you go back to lobby, the chat will appear for a split second.

Explanation

I have chat enabled, but no matter how hard I try I cannot open it. The chat will show in the lobby for a split second, but after that it disappears.
