Random FPS Drop and Texture Loading Issues

Steps to Reproduce

1. Stream and look for multiple instances of the issue.
2. Note that the issue has not been forced to happen.

Explanation

The bug I run into randomly is the game will drop to what feels like 1 FPS and all my textures will be INCREDIBLY slow to load. It has happened in the lobby, in BR, in ranked arena, and in regular arena. I haven't be able to create the issue on my own and don't know what is causing it. I have uninstalled and reinstalled, verified the game files, and when I close the game and reopen it, that solves the problem. I have friends that have experienced it as well randomly.
