Explanation
When a stamper is delivering the internal cut section to a scrapper, and the outer piece backs up on the belt and stops, the stamper continues to cut the internal section indefinitely while not producing the external piece. Correct behavior should be (in my opinion) that the machine stops until the external piece starts traveling on the conveyer belt again. The attached image shows a backup up coveyer belt and the stampers are in green delivering the centers only to the scrapper. Should the center/outer pieces be balanced from the scrapper or is this as expected?
