Explanation

I found an edge case where the speed of transferring between storages is capped at 60/m. I often move full storages around to prime a new build, so I tend to attach it to an existing storage that is empty.

I reproduce this you'll need a storage with goods, preferably full, but not required. Next, add a new stroage to the output of the full storage; making sure the first storage is not attached to any belts. Once the empty storage is placed, hover over it to see the count of items, notice how slow it trickles through, roughly 1 per second (or 60/m).

Initially I had assumed it capped at my belt speed but I've upgraded that to 240/m and still see the slow delay.
