Regression of:	#211 Demo, beginning second island. Newly placed factories are not producing anyth... This issue was created as a new bug instead of being marked as a duplicate because the original issue was already Resolved.

No more resources are transported on the developed islands, which means that the island's entire production system is no longer functional, rendering the game state unplayable.
