Explanation

The GNN Mine building has all the parts, linked to the pad and the pad is empty but the droids is not transferring to the pad. (Screenshot 1)

Deleting or relinking the pad does nothing. (Screenshot 2)

It is only when I move the entire building somewhere else (screenshot 3) that suddenly the droid is appearing to transfer to the pad. I put back the building where is was and now all is working as normal again.
