Explanation
Suggestion: During the tutorial after delivering the first datashard, the helper guy says "Can't wait to see what you pick for your first upgrade", but we are kinda only given one choice, since the objective is to unlock the grey buildings second story. Image attached doesn't show the dialogue since it went away.
