Explanation

The Advanced Cutter at level 2 says it operates at 60 items every minute processed. In reality, my advanced cutters are reaching only half that, 30 items per minute.
They do this when cutting an 12 length block into 6 slices.

The cutter gets a full level 3 belt (240 items/m) in, so that is not the limiting factor. The belt is stalling because the cutter does not go through the items fast enough.
