Steps to Reproduce

1. Self explanatory

Explanation

When you try to portal on top of another portal that is being closed, it won't let you place your portal, so when I am trying to go fast and im being shot and I try to portal on top of another portal i sometimes have to wait a sec and try again which is frustrating and annoying. Also im talking about a portal that has been there for a long time, not a portal that has just been spawned.
