Loadout Menu Bug: Limited Menu Access on Respawn

Steps to Reproduce

1. Game mode did not seem to matter. Pick any game mode on the november playtest
2. The loadout menu selection works correctly at the start of the match
3. When killed in match, upon re-spawn, and "L" to change loadouts, no loadout selection menu was presented.
4. I could not identify any characteristic steps that would cause it to happen, or to avoid it happening.

Explanation

I saw a re-spawn loadout menu bug. It would generally persist during a single game, but sometimes re-emerge. What this means is that when I would try to change the loadout during a game, it would not give me the full loadout menu to choose from, it would only give me the "Confirm" button.
relevant details: I was using a linux client on steam with proton 10.
If this is not a bug, but a feature, please explain!
