Complete rework of the HCSD Special Enforcement Bureau. This would involve new vehicles (bearcats), New vests and of course helmets, and also more tactical gear like flashbangs for higher ranks (yes LASD SEB carries flashbangs) along with more tactical style sidearms and etc.
