Enhance HCSD Special Equipment and Uniforms Similar to FCPD SWAT

Expand the SWAT or "SEB" on HCSD, the FCPD alr has a good SWAT equipment, they have a bearcat, uniforms and all that.
It would be cool to rework the HCSD SEB, add them a bearcat for certain rank, helmet and, remake uniforms maybe, work on new vest and maybe cars, the FCPD metro has a lot.
