Fix xp, primarily for LEO's: like if arresting someone with a capital only gives 2 xp it can prompts players to just kill the player for whatever reason and go fine someone for not having insurance or something else. Like its a good thing that arresting someone takes long with all the details but it takes a good reward for all the work.
