Allow Directors to Arrest Other Department Members with Police Commission Rank

VDPS - Directors should be able to arrest people on other departments with PC as it was like this before on VHP.
Comments:
The fact that one has to grind 250,000 to become internal affairs and gain max rank which allows them to arrest others on VDPS is unfair. The fact the rank isn't even achievable due to the 0/0, Zero out of zero makes things even worse.

With the current set-up this leaves VDPS unable to power check SBI and other Max rank on other LEO departments.
