Enhanced Fire Department Features and Rank-Based Vehicle Restrictions

Fire Department Overhaul
-Rank Restrict Vehicles (probies cant drive, FF: engines, SF: ladder/quint, LT/Capt: new command explorer, BC: command suburban, Chief: unmarked tahoe, etc)
-XP for extinguished fires
-XP for revived victims
-Access to buildings on fire or all buildings in general
-Access to fire control panels
-Additional Vehicles (rescue, brush, tender)
-Uniform markings for each rank and not just Lt+
-More common fires, make the fires actually send tones off in stations
-FIX CAR FIRES
