Implement rank-restricted vehicles for the Fire Department, allowing only specific ranks to drive certain vehicles (e.g., probies can't drive, FF: engines, SF: ladder/quint, LT/Capt: new command explorer, BC: command suburban, Chief: unmarked tahoe, etc)
