Steps to Reproduce

1. Join Ventura
2. Drive to illegal gun dealer
3. Go upstairs and talk to him

Explanation

At an illegal gun seller, if you go upstairs, you can talk with the gun seller through the ground floor upstairs, making it able to buy guns from upstairs and not from the seller.
