Steps to Reproduce

1. Spawn in game
2. Spawn as FCPD
3. Spawn a 2010 Dodge Charger
4. Attempt to access ELS

Explanation

FCPD 2010 Dodge Charger ELS does not work.

When spawning the vehicle, which is under the Traffic Division, the ELS does not work at all. Including sirens.
