FCPD Rank Insignias Not Changing Across Uniforms

Steps to Reproduce

1. Spawn in game
2. Spawn as FCPD (High rank like LT. or SGT.)
3. While in the uniform menu, select other uniforms.
4. Look to see insignia issues

Explanation

FCPD rank insignias are staying on detective and all other uniforms.

This was tested on the Sargent rank on FCPD. When selecting other division uniforms, like the Detective Bureau and VNET DIV. See video.
