Steps to Reproduce

  1. Access any CAD or try to cite any player
  2. Put in the license plate or the charges of the player
  3. When hitting the Tow (no impound) and Cite buttons, nothing happens.

Explanation

Citation and towing system are broken. When you try to tow or cite any car or player it doesnt work,
