Steps to Reproduce

1. For the bloom, it's on all lights on 6+ graphics
2. For the lights stuck on, it seems to be at random for other players' vehicles
3. Not sure how it's reproduced

Explanation

The bloom in the game is excessive and blinding to the point that it makes the game unplayable around any vehicle with it's lights on. Furthermore, some vehicles have all their lights enabled at random despite their ELS not being active and none of the lightos being lit
