Steps to Reproduce

1. Go to outside Strikepoint
2. Go to the Payphone
3. Ring someone or yourself
4. Phone will not ring

Explanation

Payphone outside of SP does not ring as it should, the other ones do next to that payphone but that specific payphone does not work
