Steps to Reproduce

1. Get on the Florence Harbor Team
2. Spawn a police vehicle equipped with a MDT.
3. Search a user, and attempt to create a report.
4. The list will be blank.

Explanation

Florence Port Police – Unable to Create Reports or Warrants in MDT

Members of the Florence Port Police are currently unable to create reports or issue warrants through the MDT. When attempting to create a report, the "Report Type" dropdown menu is completely blank and does not display any available options.

Because no report types are available for selection, officers cannot submit reports or create warrants, effectively preventing use of the MDT's reporting system.

Expected Behavior:
The "Report Type" dropdown should display the available report categories, allowing Florence Port Police officers to create reports and warrants normally.
