Steps to Reproduce

1. Join JPD
Get in JPD UM Charger
Cras**** till you get the normal horn and try to turn it off

Explanation

JPD UM Charger's civilian horn overlaps the airhorn/cop horn whenever it collides or gets into a crash the horn causing this to not be able to turn off due to it overlapping and when pressing the horn. This causes the horn just to honk when driving with no way to turn it off
