Vehicle Spawn and Sign-Out Issues in FCPD

Steps to Reproduce

1. Join FCPD team
2. Walk up to the motorpool GUI
3. Attempt to sign-out a vehicle
4. Directly spawn an insert
5. Notice that the vehicle does not spawn no matter how much you click the spawn button

Explanation

Vehicles on FCPD cannot be signed out. Inserts that do not need to be signed out are also bugged, and cannot spawn in. Upon clicking “spawn” on my insert, there is no notification, I do not receive car keys, nor is there any warning or notification in the F9 console. I am not sure if this is isolated to FCPD vehicles or if it is game-wide. Vehicle spawning was originally working when I played in an old (48+ hr) server, but once it restarted and when I was TP’d to a new server, it stopped working.
