Steps to Reproduce

1. When a vehicle spawns and you enter it, there is no ALPR/plate reader/Radar.
2. When you are on foot, you cannot perform animations or take out your flashlight.

Explanation

The new VDPS equipment does not have ALPR/Plate reader/Radar integrated into their patrol vehicles; there is also another bug where when you are outside the vehicle you cannot perform the animation of putting your hands on your hands.On your police belt, or when you put your hand on your gun holster, there's also the issue of not having a flashlight or being able to pull it out with the letter L all these errors are from the new VDPS equipment.
