Steps to Reproduce

1. Simply join the team
2. Become director
3. See that you cannot detain other LEOs

Explanation

As Director for VDPS, you are not able to detain other officers/agents/LEO. Even though it is the highest rank achievable, you are unable to, like how you are as HCSD CBM, JPD Captain, or SBI DOV.
