Steps to Reproduce

1. Get downed and there's a 9/10 chance it's gonna happen.

Explanation

The respawn button fully loads but doesn't allow you to respawn even before getting BLS'ed which is leading to people being unfairly arrested. This has happened 9/10 times and is the main reason I'm getting arrested.
