Steps to Reproduce

1. Go on security team
2. Select any security car
3. Go stage 3 on ambers
4. Free reign on traffic lights

Explanation

Security ELS (Ambers) can go through reds/speed without the FLOCK cameras picking them up. They are instead treated like a emergency vehicle.
