High Visibility Vest Missing for VBI Team

Steps to Reproduce

1. Click on the team switch icon.
2. Select VBI.
3. Choose any role and confirm.
4. Click on the accessory icon on the left bottom.
5. Click on high-vis.
6. Open console log and observe the error.

Explanation

VENTURA STATE BUREAU High vis is not working/does not exist?

When on the VBI team we see the option high-vis under the accessories, yet when being pressed we do not get a high-vis, console shows us that the argument is missing.

However when we switch to teams that do not have a high vis such as VIX, we see that we do not get the option to wear one. Is this a mistake of forgetting to remove the button, or forgetting to add the vest for VBI?

Note: A equip-able vest for VBI would be a nice feature for when you are at the scene of a gunmen in plain clothes, this way other officers can identify you. Perhaps a block vest with reflective stripes and the letters SBI?
