Steps to Reproduce

1. Spawn in game
2. Spawn on Port Poilce Team
3. Drive any vehicle

Explanation

Port vehicles can drive while totalled/on fire

After destroying two port vehicles to the point where they are on fire, you are still able to drive and use them.
