Steps to Reproduce

1. Go to the Port gates by David's Auto
2. Interact with the portgate key pad
3. Gate should raise, allowing cars to pass through
4. Gates will not lower again

Explanation

On the side gates by David's auto, once the gate is raised and a vehicle passes through, gate fails to lower, even though the light turned red.
